Augsburg „Prinz Karl Quarter“
A new district is being created on an inner city military wasteland since 1998. It will provide office and industrial spaces, affordable room for various lifestyles and residence types, an urban district centre, day care centres, and a large green area.

Augsburg (pop. 260.000) has been particularly hard hit by the decommissioning of militarily used areas. The city has hence been confronted with extensive conversion challenges since the beginning of the 1990s. Since falling into disuse in 1992, the site of the former “Prinz Karl Barracks” south of Augsburg’s inner city is being revitalized as part of an urban planning development measure. In 1996, a part of the area was included in the programme "Settlement Models Bavaria" (Siedlungsmodelle Bayern) promoting the construction of future-oriented residential quarters subject to a cost ceiling of 920 Euro/m² for housing space. The programme attaches particular importance to the recycling of wastelands, to environment-compatible traffic and open space planning, to the energy supply methods and to the selection of construction materials, as well as to social qualities.

As a consequence of an urban development competition held in 1997, an urban design outline plan specifying a uniform architectural structure and a central green area, the “Promenadenpark”, was developed for the 10,5 ha downtown area near a high school. The new quarter is intended to link up the previously separate late 19th century and 1920s residential districts with its green space, footpaths and bicycle lanes as well as improving the open space situation. As a quality improvement measure for individual project sections, sub-development plans are being elaborated in expert advisory and competition procedures, while the new developments and conversions, respectively, are being realized in stages. On several building sites, a total of 500 residential units are being created in a 4-floor, urbanized construction style catering to various types of housing (supervised housing, housing cooperative, family residences, etc.). By the end of 2005, a sum total of 6 individual projects comprising approximately 200 residential units had been completed. Further units are in the process of being constructed. The listing-grade barrack buildings at the edge of the area were refurbished and converted into shop premises or high-quality office spaces for business and/or service operations. In addition, a district and community centre featuring a library, a town hall and a day nursery has been completed, as has the green space “Promenadenpark”. Along the railway tracks at the district periphery a 4-storey student hostel comprising approximately 250 apartments has been constructed. It caters to the housing needs of the students of a nearby high school. By virtue of the intelligent building arrangement and layout concept, a building complex meeting all urban design and height-related quality demands has been created on an area which was previously deemed unsuitable for development owing to noise pollution.

This example shows that it is possible to construct a varied, ecological and affordable residential and business quarter in an integrated location if the assistance is tied to qualitative set targets and their consequent realization. The quality standard achieved is exemplary in view of the cost ceiling of 920 euro/m².
