Dresden-Klotzsche „Mobility management in companies“
In Klotzsche, an urban district of Dresden, mobility management measures have been developed for all modes of transport and their networks. Under a cooperative procedure, integrated mobility offers were produced providing an attractive alternative to cars thus reducing traffic peaks in rush-hour traffic.

Since 1990, the commercial development in Klotzsche, an urban district of Dresden, has been very dynamic.Most of the jobs in the area are provided by a few large enterprises leading to a punctual concentration of rush-hour and enterprise-related traffic. In the mid-90s, the mobility needs of the staff had already been taken into account when planning the establishment of a new enterprise. In doing so, traffic problems should be counteracted and the high traffic peaks in rush-hour traffic be reduced.
Since then, mobility management elements have been increasingly added to classical traffic planning in Dresden. The city’s traffic should not only be managed. The long-term goal is to organise and plan mobility. The mobility needs of citizens and of the economy will receive more weight. Existing infrastructures will be more wisely used and innovative, integrated mobility offers will be extended.
Project description
The mobility management measures were launched in large enterprises. The project focuses on promoting environmentally and socially acceptable mobility. The various transport activities of enterprises (staff transport, business trips, delivery traffic etc.) should be handled more cost-effectively. The mobility behaviour should be changed in favour of the quality of the environment, of the location and of life without impairing mobility.
Organising the mobility management is based on interviews of staff, trainees and visitors of local companies. Under a cooperative procedure, attractive alternatives for using cars and integrated mobility offers were developed. In the meantime, various measures have been developed, carried out and improved involving the introduction of tickets provided by the company, the coordination of the timing of local public transport with shift work times, the shift of bus stops, the construction of new bike parks and the installation of showers for cyclists and other services. Proposals of the staff for example provoked that the light-signal systems for pedestrians and cars could be optimised and curbs be dropped for cyclists. Even the winter services on cycle ways could be improved and the visibility conditions be ameliorated by pruning. By creating bike and ride parks at train stations and suburban railway stations, the general conditions for commuters to Klotzsche were improved.
Mobility management by companies was initiated by the city council. The city used events and publications to inform about the topic and to motivate enterprises to participate. It also organised mobility days in enterprises in order to discuss mobility together with partners such as transport companies or the German bicycle association ADFC.
Cooperation between the local government, enterprises, transport companies and the staff were decisive for the success of the project. A mobility team created within the company coordinated the cooperation. It arranged for regular contact to the city council. Suggestions of the staff towards improving the transport organisation of the company but also criticism could be directly considered in this way.
Working groups were also created during the project duration involving representatives of the local government, of enterprises, of the transport company and of the local chamber of commerce. The local government assumed the role of the initiator and communicating institution for cooperations between stakeholders. Detailed agreements, for example on the conditions of the company ticket, were often bilaterally taken by the parties involved.
The project was mainly financed via various research projects, to mention the projects “Intermobil Region Dresden”, the demonstratinon project “Betriebliches Mobilitätsmanagement und Stadtentwicklung Dresden” (Mobility management in companies and urban development in Dresden), funded by the Experimental Housing and Urban Development programme, and the INTERREG III C project “UrBike”.

The project on mobility management in companies in Dresden-Klotzsche provided for a large networking among the parties involved. The measures could thus directly start from area-specific problems and requirements. Measures for specific groups of persons and locations have not only been implemented but also advanced and improved. As a result, the share of ecomobility could be considerably increased. The results and experiences of the projects have in the meantime been transferred to other companies and locations in Dresden and advanced.
Mobility management in companies has been successfully applied since 1996 in Dresden and gradually extended for example to educational and leisure facilities. It has become an established field of action of local transport planning and mobility development.
