Hamm „Industrial Estate Sachsen“
Coal-mining operations in the „Sachsen“ pit in the town of Hamm continued until 1976. Following their release by the mining authority, the sites were purchased by the NRW State Development Company LEG at the beginning of 1980. This made a 50 ha area of industrial wasteland available in the Heessen district, on the periphery of the town centre, which Hamm council used for the development of an ecological industrial estate.

Hard coal mining had been performed on the site of the „Sachsen“ pit since 1914. The 1976 pit closure created a need to integrate the wasteland in the inner city structure and achieve certainty for the planning.
Owing to the scarcity of industrial areas in Hamm, the site had been earmarked for development in that direction right from the start. The site is located in the north-east of Hamm (pop. 182.000).
Between 1989 and 1993, the project was funded and evaluated as a model project within the research field “Urban Planning and the Economy” which is a part of the federal research programme “Experimental Housing and Urban Development (EXHUD)”.

Following the closure of the „Sachsen“ pit, the site measuring approximately 50 ha was purchased by the NorthRhine-Westphalia LEG. It was used for the creation of an ecologically-oriented industrial estate, 60% of which are green areas. The portion occupied by transport areas is 6% and that for industrial areas is 34%. The town-planning idea picks up on the park concept and defines the Sachsenweg road, which cuts through the development area on an east-west axis, as a main access route and “green spine” of the site. The urban design concept is based on a simple zoning principle allowing extensive flexibility for partitioning. This facilitates the settlement of diverse operating categories: larger manufacturing sites south of the main access, service and smaller manufacturing operations in the middle section and mixed industry and service companies in the northern part, combined with company dwellings.
The 1987 design outline plan is aimed at ecological improvement (for the city as well as the area), image enhancement and upgrading the urban planning. The outline plan was supplemented by a design handbook advising architects and clients. The ecological orientation for the industrial estate includes “ecological construction methods” as well as economic water and energy management.
The project's ecological orientation is simultaneously also combined with exacting design requirements. The realization of ecological and design-related quality targets primarily depends on honorary contributions. This is the reason why the demonstration of these qualities is particularly important on the public buildings, such as the start-up centre, the education building, the eco-centre and the event hall, apart from their function of informing and advising investors. They serve as key projects.
The industrial estate is open to any service or trade business engaged in the area of construction whose products, offers and buildings comply with ecological principles. The „ecological building blocks“ are backed up privately via purchase agreements. Advance consultation of interested parties is performed with the involvement of council authorities, the LEG and the eco-centre. This way, exacting ecological demands could be enforced via plot purchase agreements.
The close cooperation of parties involved served to simplify and accelerate the development process. The decision-making process was characterized by high transparency, which furthered the acceptance of the results.
Public involvement exceeded the legally prescribed extent, for example in planting campaigns, the garden services for a farmer’s garden provided by schools. and the involvement of citizens in the creation of a look-out point and grill area on a slagheap site. The marketing of the site developed an image shift from an abandoned contaminated site to an eco-estate.

A particularly innovative element is the ecologically oriented overall concept for an industrial estate in connection with ecologically oriented construction methods and service offers.
On the basis of an open land-use plan, the ecological standards were safeguarded privately via the purchase agreements.
The cooperation between commercial firms and the NRW Eco-Centre created various synergy effects and location advantages for the companies.
The change of use of the “Sachsen” pit is an important contribution to the location-securing promotion of trade and industry and provided important impulses for the ecological orientation of the planning in Hamm.
