Hamm „master plan "Hamm to the water"“
The master plan provides the framework for various projects strengthening the relationships between the city and the water. The variety of water-oriented urban development projects ranges from bank improvements to the revitalisation of abandoned harbour areas.
Context
Since the decline of the mining sector from the middle of the 1970s until today, Hamm has been in a state of structural change. Pit closures and job losses have led to the stagnation of the number of inhabitants (approx. 182,000 inhabitants as of 2010). The city on the Datteln-Hamm canal reacts to the structural change with measures increasing the attractiveness for housing, working and industries.
In 1999, Hamm and other local authorities along the River Lippe joined together to form the “Fluss Stadt Land” (“River City Countryside”) initiative. The aim of this association is to accompany the structural change and to promote the regional identity by jointly realising and presenting projects and results. Water is the overall and central element of the intermunicipal approach- A tight network of rivers and canals bears potentials for the future development and the structural change of the region.
In 2000/2001, Hamm developed the “Hamm ans Wasser “ (“Hamm to the water”) master plan as a conceptional contribution towards the „Fluss Stadt Land“ (“River City Countryside”) initiative. In doing so, existing planning approaches were checked in terms of their sustainability and linked with new project ideas concerning the topic “Water in the city”.

Based on intermunicipal cooperation, the „Hamm ans Wasser“ (“Hamm to the water”) master plan represents the overall urban strategy promoting an integrated development of the city along the various watercourses against the background of the structural change. The master plan refers to the canal and river zone in the area of the city of Hamm and comprises more than 60 so-called “think spaces”. The various local and sublocal approaches included serve to further define water-oriented projects. They again produce fields of actions thematically related to each other e.g. strengthening the canal as an economic factor, linking the city with the water, improving the recreational quality and creating housing close to the water.
The “Citykai” project, located in the eastern harbour area situated close to the inner city, is one of the activities contributing to the practical implementation of the “water” master plan. The eastern harbour is in a state of changing from an industrial harbour into an office and commercial location. Within the project, opening the city towards the water is combined with the goal to create space for future-oriented commercial uses.
Together with “Ruhrgebiet Tourismus GmbH” and other municipalities situated on the canal, the city of Hamm pursues the goal to combine attractiveness for water tourism with local recreational quality. This is why a network of moorings for recreational boats was created. The city has in the meantime created three new moorings. These measures again are complemented by other projects strengthening the waterside recreational functions. In the area of the “Schacht Franz” winding shaft and immediately situated on the canal, a landscape park with leisure and recreational offers is being created.
Another component of the „Hamm ans Wasser“ (Hamm to the water) master plan could be realised in the inner city area, where the canal was for the first time opened up to the public. Based on intensive talks with the local water sports clubs, they could be convinced to give the canalside areas and main roads belonging to their properties back to the city. The city again has created a canalside promenade with stopover facilities.
Last but not least, the master plan’s aim also is to provide space for living near the water. This is why i.a. the area of a former outdoor swimming pool close to the Datteln-Hamm canal and to the inner city was designated as residential land.

The city of Hamm orientates the development strategy towards the water as an impetus provider and image factor. This is why the “Hamm ans Wasser “ (“Hamm to the water”) master plan combines various project approaches under one overall topic. Under the master plan, the single measures unfold a better effect on the location and image quality.
The development of an integrated overall urban strategy and its integration in a regional perspective and cooperation has a forward-looking character. Concentrating the control of all projects in one administrative unit of the city council supports the interaction of measures according to the overall strategy.
